FDA: SPF four-star rating system

Under a new regulation, the agency has proposed that sunscreen labeling be expanded to provide
  • a four-star rating system that informs consumers how well the product protects them against "Ultraviolet A" (UVA) light.

  • Information on other ways people can limit their risks to dangers posed by overexposure to sunlight.

  • What do "UVA" and "UVB" stand for?


    UVA and UVB are types of ultraviolet (UV) radiation emitted by the sun. Although the atmosphere's ozone layer shields us from most of this radiation, the UV light that gets through can cause problems.

    UVB light is primarily responsible for sunburn. UVA light penetrates the skin more than UVB light does, and causes tanning. Both types of UV light contribute to premature skin aging, skin cancer, and other types of skin damage.


    Currently, sunscreen labels are required to carry a "Sunburn Protection Factor" (SPF) value that informs potential users how well the product protects against UVB light.


    The Four-Star System


    Under the proposed regulation, a UVA star rating would be prominently displayed on sunscreen labels, near the SPF rating.
    "For more than 30 years, consumers have been able to identify the level of UVB protection provided by sunscreens using only sunburn protection factor or SPF values," said Andrew C. von Eschenbach, M.D., Commissioner, Food and Drugs. Under this proposal, "consumers will also now know the level of UVA protection in sunscreens, which will help them make informed decisions about protecting themselves and their children against the harmful effects of the sun."


    With the proposed UVA rating system

  • One star will represent low UVA protection

  • Two stars, medium protection

  • Three stars, high protection

  • Four stars, the highest UVA protection available in an over-the-counter (OTC) sunscreen product.

  • If a sunscreen product does not rate at least one star, FDA is proposing that its labeling bear a "no UVA protection" marking on the front label, near the SPF value.

    FDA: New Regulation on SPF; the level of UVA protection

    The U.S. Food and Drug Administration today proposed a new regulation that sets standards for formulating, testing and labeling over-the-counter (OTC)sunscreen drug products with ultraviolet A (UVA) and ultraviolet B (UVB) protection.

    "For more than 30 years, consumers have been able to identify the level
    of UVB protection provided by sunscreens using only sunburn protection factor
    or SPF values," said Andrew C. von Eschenbach, M.D., Commissioner of Food and Drugs. "Under today's proposal, consumers will also now know the level of UVA protection in sunscreens, which will help them make informed decisions about protecting themselves and their children against the harmful effects of the sun."


    Sunlight is composed of the visible light that we can see, and ultraviolet
    (UV) light that we can not. There are two types of UV light, UVA and UVB. UVA
    light is responsible for tanning and UVB for sunburn. Both can damage the skin
    and increase the risk of skin cancer.


    The proposed regulation creates a consumer-friendly rating system for UVA
    products designed to help consumers identify the level of UVA protection offered
    by a product. The FDA proposal provides a ratings system for UVA sunscreen
    products on a scale of one to four stars. One star would represent low UVA
    protection, two stars would represent medium protection, three stars would
    represent high protection, and four stars would represent the highest UVA protection available in an OTC sunscreen product. If a sunscreen product does not provide at least a low level (one star) of protection, FDA is proposing to require
    that the product bear a "no UVA protection" marking on the front
    label near the SPF value.


    Ratings would be derived from two tests the FDA proposes to assess the effectiveness of sunscreens in providing protection against UVA light. The first test measures a product's ability to reduce the amount of UVA radiation that passes
    through it. The second test measures a product's ability to prevent tanning.
    This test is nearly identical to the SPF test used to determine the effectiveness
    of UVB sunscreen products.


    In addition, a "Warnings" statement
    in the "Drug Facts" box will be required
    of all sunscreen product manufacturers. The warning will say: "UV exposure
    from the sun increases the risk of skin cancer, premature skin aging, and other
    skin damage. It is important to decrease UV exposure by limiting time
    in the sun, wearing protective clothing, and using a sunscreen." The
    warning is intended to increase awareness that sunscreens are only one part
    of a sun protection program.


    "Many consumers incorrectly believe that the only way to protect themselves
    from skin damage caused by the sun is to apply sunscreens," said Douglas
    Throckmorton, M.D., deputy director of FDA's Center for Drug Evaluation
    and Research. "The labeling being proposed today strengthens the existing
    labeling for sunscreens by educating consumers on the added importance of limiting
    their time in the sun and wearing protective clothing as part of a sun protection
    regimen."


    When finalized, the proposed regulation would amend the existing OTC sunscreen
    rule published in 1999 that established regulations related to UVB light and
    mandated that OTC UVB sunscreen products be labeled with a SPF. FDA also is
    amending its existing 1999 rule to increase the SPF from SPF30+ to SPF50+.
    Previously, FDA had recognized SPF values up to 30+. Under the proposed amendment,
    the range would be SPF2 to SPF 50+. SPF50 provides more UVB protection than
    lower SPF values. Additionally, the proposed rule:


    • revises
      the existing SPF (UVB) testing procedures;

    • allows new combinations of active ingredients; and

    • asks for comments on the issue of nanoparticles.

    woman. Here, his secrets to turning back the clock and the makeup mistakes

    Skin
    Say I Dew:
    "Ever notice how children have that sort of pretty sheen
    about their skin all the time?" Barnes asks. "That's because their skin has
    optimal amounts of water, fat, and oil-all of which keep their faces
    looking plump and radiant." As we age, our production of these things
    declines and skin gets drier and more drawn looking.
    To create a vibrant looking complexion:
    - Choose moisturizing foundation and lipstick formulations over matte
    ones, which can "suck the life right our skin."
    Get Even: Redness, brown spots, and an uneven skin tone are just as aging as lines and wrinkles, so a good foundation is essential.
    - Choose a dewy formulation that's not too heavy. "Your skin should look
    and feel like it's breathing," he says. "If it doesn't and it's not,
    you're adding years to your face," he says.

    Be cheeky: Shade and placement are crucial. "Young skin isn't just tighter
    skin, it's plumper and rosier skin, especially on the tops of the cheeks,"
    Barnes says. Here's how you can fake that fresh, youthful looking flush:
    - Apply blush directly onto the apples of the cheeks to help round them
    out and create a more youthful looking "fleshy" effect.

    - Choose a healthy-looking, natural shade. "Too bright or too dark blush
    not only looks fake but can also wash you out," Barnes says, "There's a
    reason people speak about the beauty of a peaches and cream
    complexion," he continues. "A peach radiates good health and vibrancy.
    It's firm, plump, round, and its skin is that perfect combination of
    pink, gold, and peach."
    - Get your cheekbones gleaming. "I love to use a shimmery highlighter on
    the tops of Jennifer's cheekbones" he says. "It makes the face look
    more lifted and adds a fresh radiance. When she had to look older, we
    skipped that step."

    Eyes
    Lash out:
    "I always tell my older clients to use less eyeshadow and
    more mascara," Barnes says. "Too much eye makeup can make the eye look
    heavier. And as we age our lashes get sparser and don't grow as long as
    they used to. When Jennifer had to look older, I didn't give her lashes any
    extra attention." To up your batting average:
    - Apply two-three light layers of mascara, versus one heavier one to
    create naturally longer and thicker looking lashes without clumping.

    Lips "When Jennifer's character was older we gave her an extra matte, drying purple lipstick and it definitely did the trick." The best lip tints,
    Barnes notes, are the ones that closely match your lip's natural color
    pumped up a notch or too.

    Iraq Star: Plastic Surgery for a Good Cause

    UV or not to UV- That is the Question

    We and others have shown that strict sun protection causes vitamin D deficiency in risk groups. In the light of new scientific findings that convincingly demonstrate an association of vitamin D deficiency with a variety of severe diseases including various cancers, the detection and treatment of vitamin D deficiency in sun-deprived risk groups is of high importance.

    It has to be emphasized that in groups that are at high risk of developing vitamin D deficiency (e.g., nursing home residents or patients under immunosuppressive therapy), vitamin D status has to be monitored. Vitamin D deficiency should be treated, e.g., by giving vitamin D orally. Dermatologists and other clinicians have to recognize that there is convincing evidence that the protective effect of less intense solar UV radiation outweighs its mutagenic effects.
    There is no doubt that solar ultraviolet (UV) exposure is the most important environmental risk factor for the development of non-melanoma skin cancer. Therefore, sun protection is of particular importance to prevent these malignancies, especially in risk groups.

    An important link that improved understanding of these new findings was the discovery that the biologically active vitamin D metabolite 1,25(OH)(2)D is not exclusively produced in the kidney, but in many other tissues such as prostate, colon, skin and osteoblasts.

    "Instant face lift" chemical DMAE damages skin cells

    Dr. Francois Marceau of the Centre Hospitalier Universitaire de Quebec (as told to Reuters Health) and his team tested 2-dimethylaminoethanol (DMAE) in cultured rabbit and human skin cells. As the researchers predicted, applying the product caused a massive and rapid swelling of the cells as they filled with DMAE and water, leading to a thickening of the epidermal layer. They also found that DMAE was toxic to the skin cells, halting cell division, inhibiting secretion, and killing some cells after 24 hours of exposure.

    This isnt a product I've done much with, but I would research it more. I did try an eye firming product with DMAE in and I liked the results. I didnt use it long term however. I switch my skin care by season & it was more of a summer product.
